Changes to DD 214 Accessibility

On August 8, 2003 Governor Rod R. Blagojevich signed Public Act 93-0468 changing the access requirements for obtaining veteran discharge records filed in the County Clerk or County Recorders Offices.

Effective January 1, 2004 to obtain a DD 214 record, only the veteran named in the document, the named veteran's dependents, the County Veterans Service Officer, or a representative of the Department of Veteran Affairs may obtain a copy of the DD 214 record. Anyone else seeking to obtain a copy of this form would need written permission from the named veteran or the written permission of the veteran's dependants.

In preparation for this change the LaSalle County Recorders office has implemented the following changes in procedure.

  • The public access computers will no longer have access to veteran discharge records.
  • To obtain a copy of a DD 214 record you must ask at the counter for it. A form will be filled out with pertinent information, (i.e. name of veteran, name of person requesting document and their relationship to the veteran.) A photo ID will be requested.
  • Until December 31, 2003 no individual will be denied a request for a document.
